BACKGROUND

Uganda Wildlife Research & Training Institute (UWRTI) is a semi-autonomous body under the Ministry of Tourism, Wildlife and Antiquities, established by Uganda Wildlife Research & Training Institute Act, 2016. The Institute is mandated to: “Undertake research and training services for sustainable conservation and management of Uganda’s wildlife resources’’.

1. Post: Deputy Director (1)

The position is a senior post in UWRTI and the Deputy Director shall hold office for a term of four years renewable.

Salary Scale: U1E

 

 Key Duties and Responsibilities

 

(i)              Deputizes the Director

(ii)           Coordinates teaching and training programs of the Institute.

(iii)        Plans and coordinates development and review of the curriculum

(iv)          Coordinates capacity building programmes for the teaching staff.

(v)             Oversees compliance of instructors’ code of conduct at the Institute.

(vi)          Coordinates quality assurance and control protocols in institute training programs.

(vii)       Leads the development of plans, budgets and reports for the training function of the institute.

(viii)    Supervises and appraises staff.

(ix)         Any other duties assigned by the Director.

 

 Eligibility

 

The person eligible for appointment should possess the following attributes

(i)              An Honours Bachelor’s Degree in Environmental Sciences, Wildlife Biology, Natural Resource Management, Wildlife Health and Management or related fields from recognized institutions.

(ii)           Master of Science in the above-mentioned fields from recognized Institution.

(iii)        Post graduate training in human resources management or public administration or business administration or any other related field.

(iv)          Be at least of the rank of Principal/Senior Officer level or its equivalent at the time of application;

(v)             Six (6) years of Managerial ability in Higher Education or Research Institution with at least track record of having served as Head of academic Department or Research Project Manager;

(vi)          Teaching experience of at least twelve (12) years in any of the disciplines being offered in the Institute;

(vii)       Be a citizen of Uganda with a valid national identity card

(viii)     Age limit: Not above 55 years.

 

 

 

 

 

 

2.   Post: Manager Research

 

The position is a senior post in UWRTI and the Manager Research shall hold office for four years renewable.

 

Salary Scale: U1E

 

Key Duties and Responsibilities

 

(i)  Coordinates the development and operationalization of the institute research policy (s)

(ii)                       Leads the development, review and implementation of research agenda of the institute

(iii)                    Leads the development of bankable research project proposals

(iv)                      Leads the development of relevant research for wildlife training and conservation

(v) Provides consultancy for wildlife research and conservation

(vi)                      Supports the mobilization of research funding

(vii)                   Builds partnerships with other research institutions

(viii)                Leads the dissemination of research findings

(ix)                     Leads collaborative efforts for the uptake of research innovations

(x)Supports capacity building of staff in wildlife research

(xi)                     Leads the development and implementation of research quality assurance frame work for the institute

(xii)                  Establish and maintain the data base on wildlife research in Uganda

(xiii)               Coordinates the development of departmental plans, budgets and reports

(xiv)                 Supervises and appraise staff in the department

 

Eligibility

 

The person eligible for appointment should possess the following attributes:

(i)  An Honours Bachelor’s Degree in Environmental Sciences, Wildlife Biology, Natural Resource Management, Wildlife Health and Management or related fields from recognized institutions.

(ii)                       Master of Science in the above-mentioned fields from recognized Institution.

(iii)                    PhD in the in the above-mentioned fields from a recognised Institution.

(iv)                      At least 7 relevant peer reviewed publications

 

(v) Be at least of the rank of Principal/Senior Officer level or its equivalent at the time of application;

(vi)                      Six (3) years of Managerial ability in Higher Education or Research Institution with at least track record of having served as Head of academic Department or Research Project Manager;

(vii)                   Be a citizen of Uganda with a valid national identity card 

(viii)                Evidence of contribution to the community

(ix)         Not above 55 Years

(x)            Be a citizen of Uganda with a valid national identity card

 

 

 

1.     Post: Principal Wildlife Research Officer (1)

The position is a senior post in UWRTI and the Principal Wildlife Research Officer shall hold office for four years renewable.

Salary Scale: U2

 

Key Duties and Responsibilities

(i)  Plans for development, review and operationalization of the institute research policy (s)

(ii)                       Develops bankable wildlife research project proposals

(iii)                    Develops relevant research for wildlife training and conservation

(iv)                      Provides consultancy for wildlife research and conservation

(v) Supports the mobilization of research funding

(vi)                      Supports partnerships with other research institutions

(vii)                   Disseminates research findings

(viii)                Supports collaborative efforts for the uptake of research innovations

(ix)                     Supports capacity building of staff in wildlife research

(x)Establishes and updates the data base on wildlife research

(xi)                     Prepares regular reports on ongoing/completed research projects

(xii)                  Supervises and appraise staff

 

Eligibility

The person eligible for appointment should possess the following attributes:

(i)  Bachelor degree of science (biological), environmental sciences, wildlife biology, natural resources management or related fields from recognized institution.

(ii)                       Master of Science in the above-mentioned fields from a recognized institution.

(iii)                    PhD in relevant subject areas is an added advantage

(iv)                      Should possess progressive relevant working experience of 5 years

(v) At least five relevant peer reviewed publications

(vi)                      Evidence of contribution to the community

(vii)                   Be a citizen of Uganda with a valid national identity card

(viii)                Age: Not above 55

 

 Job Description

The Principal Wildlife Research Officer conducts research and performs such other duties as may be assigned by the Director in conformity with the laid down procedures of Uganda Wildlife Research and Training Institute.

2.   Post: Senior Human Resource officer (1)

The position is a senior post in UWRTI and the officer shall hold office for four years renewable.

 

Key Duties and Responsibilities

(i)  Supports the implementation and revision of the Institute Human Resources Management policies.

(ii)                       Carries out Monitoring and evaluation of appropriate performance management systems for the Institute.

(iii)                    Executes interventions that promote equal opportunity, gender mainstreaming that promote the welfare of staff and students in the Institute.

(iv)                      Supports the implementation of the Institute Human Resource Manual.

(v) Supervises and appraises staff.

 

Eligibility

The person eligible for appointment should possess the following attributes:

(i)  An honours Degree in either Human Resources Management, Industrial and Organisational Psychology, Management and Organisational Development, Business Administration, Social Sciences and related field.

(ii)                       A post graduate Diploma in Human Resources / Management from a recognized Institute/ professional Institute or related field.

(iii)                    Experience of not less than four (4 years) in a relevant field in reputable organization.

(iv)                      Be a citizen of Uganda with a valid national identity card

(v) Age: Not above 55

 

 

 

 Job Description

The Senior Human Resource Officer Enforces Implementation, Monitoring and Evaluation of the Institute Human Resources Management and administrative systems and performs such other duties as may be assigned by the Director in conformity with the laid down procedures of Uganda Wildlife Research and Training Institute.

 

3.   Post: Senior accountant (1)

The position is a senior post in UWRTI and the officer shall hold office for five years renewable.

 

Key duties and responsibilities

(i)  Carries out financial planning, prepares and controls the Institute budgets.

(ii)           Oversees the management of the Institute incomes and expenditures.

(iii)        Supports the development of resources mobilization strategies of the institute.

(iv)          Maintains a sound financial accounting system, record keeping and internal controls for the Institute.

(v) Advises the Institute Council and Institute Senior Management on sound financial management policies, rules and procedures.

(vi)          Manages the reconciliation of books of accounts and the production and presentation of the Institute final accounts and bank statements to the relevant authorities;

(vii)       Advises the Institute Director in answering audit queries and mandatory inquiries whenever necessary.

(viii)    Plans, supervises and evaluates the performance of staff in the section.

(ix)         Enforces adherence to financial policies, regulations and professional practices in all financial and accounting transactions in line with Public Finance and Management Act, 2015.

 

Eligibility

(i)                        An Honours Bachelor degree in Finance and Accounting OR Bachelor’s Degree with a bias in accounting plus professional qualification in Accountancy obtained from a recognized awarding body and a Post Graduate Diploma in a Business-related discipline.

(ii)                       Professional qualification in Accountancy of at least first level obtained from a recognized        awarding Institution accredited by the Institute of Certified Public Accountants of Uganda (ICPAU) plus a Master’s degree in a related field (non 1st degree holders).

(iii)                     Experience of not less than three (3) years of working experience.

(iv)                      Be a citizen of Uganda with a valid national identity card

 

 

 

4.   Post: Economist/Planning officer (1)

The officer shall hold office for five years renewable.

Salary Scale: U4                                 

Key Duties and Responsibilities

(i)  To assist in the preparation of annual work plans and budget estimates.

(ii)                       To assist in the analysis of budget performance for the vote.

(iii)                    To assist in preparation of the budget monitoring reports.

(iv)                      To assist in the preparation of government performance reports.

(v) To assist in the preparation and implementation of departmental work plans.

(vi)                      To assist in collection and sorting data in economic analysis.

 

 Eligibility

(i)  An Honors Bachelor’s Degree in Economics, Statistics, Commerce, Business Administration or any other related field from a recognized institution.

(ii)                       Experience of not less than four (2 years) in a relevant field in reputable organization.

(iii)                    Be a citizen of Uganda with a valid national identity card

(iv)                      Age: not more than 45

 

 Job Description

The Economist shall support on routine Planning for the Institute and performs such other duties as may be assigned by the Director in conformity with the laid down procedures of Uganda Wildlife Research and Training Institute.

5.    Post: Personal Secretary (1)

Salary Scale: U4

Job Purpose:        Enforces Implementation, drawing up Monitoring and Evaluation of the Institute programmes, activities and appointments in conjunction with relevant offices.

 

 

Key duties and responsibilities

 

(i)  Taking dictation, transcribing and presenting accurate and error free work;

(ii)                       Attending to callers, either in person or on telephone

(iii)                    Ensuring timely responses to enquiries and correspondences to and from the office;

(iv)                      Receiving incoming mail and supervising the dispatch of outgoing mail;

(v) Organizing meetings, taking minutes and conveying decisions of such meetings to the relevant officers/offices

(vi)                      Ensuring that relevant documents and speeches are produced on time and that they are properly organized;

(vii)                   Drafting letters of routine in nature;

(viii)                Providing office Managerial Services which include; ensuring cleanliness and orderliness of the office, managing records in accordance with established security and records management procedures, requisitioning and managing office stationery and equipment;

(ix)                     Any other duties as may be assigned- from time to time

 

Eligibility

An honours Bachelor’s Degree in Secretarial studies or Office and information management, Journalism and Mass communication, Social Work and Social Administration, Commerce (Management option), Business Administration (Management option) or a related field from a recognized

6.   Post: Systems Administrator (1)

Salary Scale                  :         U4

Job Purpose         

To conduct effective operation and maintenance of Systems hardware

Contract duration:  Five years renewable

Key duties and responsibilities

(i)  Executes system administration duties on MIS database.

(ii)                 Evaluates and deploys all software and hardware upgrades to server infrastructure.

(iii)              Monitors all servers, applications and services.

(iv)                Performs regular and on-demand system backups and recoveries.

(v) Assists in developing and maintaining server level disaster recovery plans.

(vi)                Collects and reviews system data for capacity and planning purposes.

(vii)             Interfaces with vendors for procurement & maintenance of all IT infrastructures.

(viii)          Manages intranet & internet connectivity throughout the institute.

(ix)               Maintains up to date knowledge of emerging server tools and technologies.

(x)Backing up file systems and data.

 

Eligibility

(i)              An honours Degree in Computer Science or Computer Engineering from a recognized Institute.

(ii)           At least 2-years’ experience

(iii)        Not above 45 years

 

 

7.    Post: Internal Auditor (1)

Job Purpose   : To conduct routine Internal Audit engagements in accordance with existing regulations and guidelines.

Salary scale: U4

Contract duration: Four years renewable

Key Duties and Responsibilities

(i)  Examines correctness of payment requests, completeness of documentation and certify requisition or, transactions for further processing.

(ii)         Verifies receipts, matches and undertakes on-line reconciliation of invoices and Local Purchase Orders for goods and services procured prior to effecting payments.

(iii)      Compiles accountability returns, verifies and retires advance ledgers.

(iv)       Maintains primary financial records and updates books of accounts.

(v) Prepares periodic reconciliations of financial statements and carry out monthly cash book reconciliations to bank statements.

(vi)       Verifies payroll change requests and reports to ensure correctness of computations, payments and deductions; certify and follow-up approval and payment to beneficiaries.

 

 

 

 

Eligibility

(i)  An Honours Bachelor’s degree in Finance and Accounting.

Or

(ii)                       An Honours Bachelor degree with a bias in Accountancy or Audit option obtained from a recognized awarding Institution

(iii)                    Related work experience of 4 years

(iv)                      Be a citizen of Uganda with a valid national identity card

(v)           Be not more than 55 years

 

8.   Post: Driver (3)

Job Purpose    : To provide secure and timely driving services to staff and or goods

 

Salary Scale: U8

 

Contract duration: Four years renewable

 

Key duties and responsibilities

(i)  Transports Institute staff, guests and goods

(ii)            Carries out vehicle maintenance checks.

(iii)         Delivers packages to designated destinations.

(iv)          Picks up office purchases or other administrative needs.

(v) Ensures that vehicles have sufficient fuel and are always ready for use

(vi)           Arranges for vehicle repairs when necessary

(vii)       Updates routine mileage records

Eligibility

(i)              O-level certificate

(ii)           For heavy field trooper a certificate in Wildlife and Natural Resources Management or Wildlife Tourism Management is a must.

(iii)        Valid driving license

(iv)          You must have undergone a competence driving test

(v)             At least 1 year driving experience.

(vi)          Not above 55 years

(vii)       Be a citizen of Uganda with a valid national identity card
